Meeting 3: 9th August 2012 at 7.30pm at CALSA

The attendees introduced themselves to the meeting. No prejudicial interests were declared.
The meeting accepted that the minutes of the start up meeting on 12th June 2012 were a true and accurate record.
The Neighbourhood Plan
Julian had a meeting with Ian Mackay on 18th July. Note was circulated. Key points and actions are:
1. Need to find out what the village needs and wants – questionnaire.
2. Need to cover 12 core principles of National Planning Policy Framework – abstract circulated. We appear to be covering most of this. Is there much differentiation in the quality of agricultural land around Collingham?
3. Do not submit until Site Allocation development plan is in place. Earliest 2nd quarter 2013
4. Research some demographics.
Julian confirmed the July programme is still applicable..
Update on boundary with East Keswick
42 houses in the west of Collingham are actually in the Parish of East Keswick. Also it may be sustainable and viable to build new homes to the west of Collingham within the parish of East Keswick. The services these homes use will be in Collingham and it is these services that will be used in carrying out an assessment of any potential housing development in this area.
Julian has made a three minute representation to East Keswick at their July PC meeting.
EK have asked for more time to consider. Ian Mackay has advised that this is okay as far as Leeds CC are concerned.
Further meeting with East Keswick early September
If this is resolved submit Area Designation request to LCC.
Areas to be Protected.
The meeting reviewed the items already included in the Parish Plan and Village design Statement, and concluded that these are sufficient to guide the questionnaire. Also to be captured in here is the overall status and concept that Collingham is to remain a village and not become a small town.
Assets of Community Value
The meeting reviewed the items already included in the Parish Plan and Village design Statement, and added:
Agricultural land – recognising how important this is in terms of employment and landscape.
The Old Star should be added both the possible Tesco Express and the remaining unit which may become a pub.
A catch all – all places of employment – all deserve equal status.

Letter Drop Leaflet.
It was agreed that the draft version is too wordy. Ken agreed to revise the text and make more snappy.
It was agreed that the leaflet needs some branding to make it distinctive. Angela Beaumont to take photo of “Collingham sign” and pass to Ken.
Text needs to be used to encourage people to complete and return the questionnaire.
Text also needs to include instruction on how to access questionnaire on Survey Monkey.
Kay advised that she will be able to quote for printing the leaflet and questionnaire.
Questionnaire Target date for distribution 8th September.
The meeting reviewed comments received by Louise Downie and Carolyn Barraclough, and then ran through each question individually. A revised questionnaire is to be produced accordingly.
It was agreed that Survey Monkey would be used to help administration and allow online returns of the questionnaire. Andrew agreed to organise this.
Dummy run of questionnaire to be arranged. Each distribute the next draft to 5 residents of Collingham to see if they answer the questions in the way we anticipate.
Send questionnaire to Ian Mackay. Ask for confirmation that this will establish the needs in sufficient detail
3 quotations to be obtained for printing.Need to agree collection points for questionnaires. Post Office, each of the people volunteering to deliver??? Clearly needs to be agreed fairly quickly so can be included on the questionnaire.
Julian to send out the delivery schedule to make sure delivery team are happy with their allocation.
The Memorial Hall has been booked for afternoon of 22nd September. Now in the sports hall room.

Second map of housing sites for pin exercise
Instructions for pin exercise
Draft Plan of Areas to be protected etc with notes
Copies of Village Plan, Design Statement and Core Strategy
Have a short presentation at say 13.00 hrs, 14.30 hrs and 16.00hrs

Drinks, cake or biscuits
Can we arrange a photo exhibition?
Land owner identification to continue.
Letters to be sent seeking landowner/developers to come forward with their proposals in order that we can carry out a fair assessment.

Ken Campbell has asked some local businesses whether they would be able to contribute funds in return for some advertising in the Plan. Getting a positive response provided that the finished document is a similar quality to the Village Design Statement. Well done Ken
Purpose will be to confirm leaflet and questionnaire are ready to go out 8th September, and then confirm arrangements for the consultation event.
Should also have the Leeds City Council Housing Assessment proforma
Any Other Business
32 It was pointed out that the Parish Council own land in Collingham and therefore may have a prejudicial interest. This needs to be identified and recorded in the Plan. John is on going with this.
33 Derek Armitage of the PC has undertaken the task of obtaining traffic count data from Leeds City Council. This has been received.
