Welcome and Apologies for Absence:
Apologies were noted, and the Chairman expressed appreciation for the work of the parish councillors and for the support of Leeds City Councillors. The Chairman thanked the Clerk for her hard work during the year, and also expressed thanks for to Cllrs Armitage, Clarke, Sketchley and Crampton for their many years of service to the community, as they will stand down from the council at the election. Minutes of the Annual Parish Meeting held on 20.5.14 The minutes of the Annual Parish Meeting held on 20.5.14 had been published on the website and notice boards, and copies were made available at the meeting. The minutes were accepted as a true record, and they were then signed by the Chairman. Police Report A written report was provided about crime between May 2014 and May 2015. There had been 12 reported crimes in Collingham with Linton in 2014, and 19 in 2015. There had been a high number of opportunist thefts from garages, sheds and outbuildings, and increasing incidents of people trying doors on houses, cars and sheds in the hope that one will open. Annual Report and Accounts 2014/15 The Parish Council Annual Report presented to the meeting by the Chairman outlined its business during the year, covering the retirement of councillors, Collingham Flood Committee, work still outstanding on the proposed crossing outside Tesco, hanging baskets and bulb displays, grass cutting and litter collection, planning applications and the Miller Homes proposals. Once again, the precept had not been increased. The annual accounts for 2014/15 had been approved by the independent internal auditor, and were being submitted for external audit. Electors could view the annual accounts and documents. The external auditor’s report would be published on notice boards when it was received. Neighbourhood Planning Cllr Holmes gave a report on progress of the plans for both Linton and Collingham. Linton- the document has now been submitted and Regulation 16 Consultation will start on 11th May. It seems possible that the Plan will be ratified before the end of 2015. An important part of the Plan are projects to be delivered. It has been confirmed that Community Infrastructure Levy funds will be payable on extensions larger than 100 square metres. This may provide an appropriate source of funding for some of the projects Collingham - The Plan has been drafted on the presumption that no housing will be allocated to Collingham. The Plan has been amended in line with the comments received on the Linton Consultation draft. We are hoping to produce the consultation draft of the Plan by autumn, this would allow consultation at a similar time to the Leeds consultation on Site Allocations. Outline Planning Application for 150 homes north of Leeds Road The application for 150 houses on the Miller Homes site was refused by Leeds. Miller Homes are appealing the decision. It seems likely that the appeal will be heard in autumn. Much of their argument relies on a shortage of plots to deliver the 5 year housing target. In 2014 Leeds demonstrated a 6.8 year supply. The appeal will require Leeds to show where it is in 2015. If less than 5 years then there will be pressure to release the PAS sites for development. Questions from the Residents
