LEEDS CITY COUNCIL
a. Highways Maintenance Consultation - MR lobbying for Linton Road to be included. Resolved to leave it with MR to take forward
b. Updates received from MR as follows
i. MR is arranging a meeting with resident about the grass cutting complaint
ii. LCC will consult with Parish Council about traffic refuges on Harewood Road in June
iii. Church Lane bollards and state of grass verges– MR to meet with residents
iv. Litter bin emptying- meeting held, PCs satisfied with response to their requests
v. Possible weight restriction/HGV ban on Harewood Road- LCC to meet with NYCC to consult on the issue, MR to feedback to Parish Council
vi. MR is to meet with Metro re having bus stops with ‘live’ information installed. He agreed to take up the complaint from resident re bus stop on Harewood Road
vii. MR welcomes S of State’s decision on Kirklees Knoll/Calverley/Farsley re the Leeds housing supply

PARISH COUNCILLORS FORUM
a. PCs not standing for re-election to let the Clerk know of any outstanding matters when they stand down

c. DA will continue to attend the flood group after standing down as a councillor; the Chairman thanked him for his 15yrs work as a councillor
d. To consider who will attend the Town and Parish Council Forum meetings
There being no further business the chairman declared the meeting closed at 10.00pm. The next meeting will be on 5.5.15 at Collingham Memorial Hall at 7.30pm.

ANNEX 3 – UPDATE ON NEIGHBOURHOOD PLANNING
Linton Neighbourhood Plan
The Plan has been submitted to Leeds. They now have to go through another formal consultation and then arrange for it to be examined. After all this there will be a referendum hopefully towards the end of the year.
Messrs Lenigan and Murray who own The Ridge site have over the last 18 months or so being corresponding by email expressing how unhappy they are with the Plan. Their main argument is that our Policy B2 is biased. This states:
SHLAA 2136, The Ridge, Linton will continue to be protected from development until its longer term allocation has been determined via the Local Plan Sites Allocation Plan, following a Green Belt review, housing needs and sites assessments.
We also have a project:
· Examine returning all or part of The Ridge to Green Belt.
Tim Hill has asked for the Policy to be reconsidered or removed. We disagree strongly and have written accordingly. Mr Hill is acting outside of his powers in even talking to people about the Plan. The process requires a further consultation and then the results of the consultation to be considered by the Examiner.
The Drafting committee has responded strongly by letter and email to both parties.
To date all responses have been very short and to the point, this time we have responded in full and requested that this be made available to the Examiner.

Collingham Neighbourhood Plan
A grant application has been submitted after receiving a quotation from Mike Dando. The grant can this time only cover a period of six months. I have assumed this gets us through the public consultation on the draft plan. The sum is £6065.
Mike is no longer available until June, at least officially, as his Planning Aid England contract has been extended. I hope we can work around this.
The redrafting of the plan in line with lessons learnt from Linton has almost been completed.
Outline Planning Application for 150 homes north of Leeds Road
Tim Hill chief planning officer has written to Miller Homes suggesting they cancel the appeal. His argument is based upon the fact that the Secretary of State has declared Leeds has a 5 year land supply and a Core Strategy. The appropriate way to deliver strategic housing is therefore though the site allocations process, not through piecemeal planning applications.
