None APOLOGIES FOR ABSENCE Cllr P Skelton, Cllr D Lee POLICE A written report was provided. Two burglaries were reported for the month of January: Linton Road – intruder attempted entry into house whilst residents present. Resident disturbs intruder who subsequently departs in a silver hatchback vehicle in the direction of Linton. Millbeck Green – Residents away. Entry made through lower rear window. Large amount of property stolen. Speed checks were carried out on 12/10/2016 in Collingham. Six motorists were warned and three tickets were issued. On the 2/12/ 2016 in Linton, three motorist were warned. PCSO Alan Stead agreed to visit the Porsche garage to warn them not to park on the pavement or junction. DECLARATIONS OF INTEREST and CONSIDERATION of DISPENSATIONS None MINUTES of the last MEETING The minutes of the meeting held on Tuesday 10th January 2017 were accepted as a true record and signed by the Chairman. UPDATE FROM ACTION LOG Cllr Holmes gave a verbal report on outstanding action points, which were noted. Bishopdale Copse – Still no response from Permission despite email sent by Cllr Holmes. Linton Green Space – Large Ash tree now removed. Emmerdale grant application unsuccessful. Grant application now submitted to Tesco. Beck Wood – Trees now marked for felling. Laurel hedge in need of regular maintenance. To be discussed at next meeting. A copy of the log is on www.clpc.info FINANCE 1. Payment of accounts authorised T Wormley Clerk’s expenses £54.05 T Wormley Clerk’s salary £543.62 D Lee Computer workshop set up £74.59 Royal British Legion Poppy wreaths £35.00 C Williamson Payroll £24.00 2. Balances and receipts noted 3. Emmerdale S106 application – Linton Memorial Hall roof – 50% of funding agreed. Further quotes required for the bowls club. Linton Village Green – unsuccessful. Other projects for consideration: Church Roofs. 4. Agreed not to purchase Mini MUGA. 5. Agreed to obtain quote for summer hanging baskets, using small grant application to cover some or all of costs. 6. Resolved to adopt Parish projects and associated costs for 2017/18 budget. Note Parish Council does not have discretionary powers to financially support churches, budget sums transferred to contingency item. Councillor Robertson to produce “Cashbook” for on-going monitoring. 7. Resolved to adopt the proposed budget for 2017/18. 8. Resolved to retain precept at £76,000. ORGANISATIONAL MATTERS 1. Resolved to adopt minimum reserve policy of 50% thus retaining £38,000 as reserves. 2. Resolved to publicise Parish projects and precept decision in magazine. 3. Miller Homes Development: a. Sub-committee – have met. JH and SH to meet with Miller Homes to discuss timescales and potential changes to design and layout. b. Housing type –Support development for elderly but no higher than 2 storey. Support both affordable and social housing as outlined in the core strategy. c. Local Infrastructure – Both school and Doctor’s surgery have been notified. LEEDS CITY COUNCIL 1. Linton Bridge – No firm date for completion as yet. 2. Leeds City of Culture 2023 – Leeds making a bid for the European City of Culture. Agreed to send a letter of support to LCC. 3. Litter Picking Project – During March (date to be confirmed) a litter picking exercise will take place from Collingham along the A58 to Wetherby. Verge creeping will also be addressed. Resolved to submit JH’s report regarding The Ridge NEIGHBOURHOOD PLANS FOR COLLINGHAM and LINTON 1. Linton Plan – No further news on the judicial review. 2. Collingham Plan – Resolved to accept the Leeds CC Decisions Report and move to referendum. ITEMS FOR NEXT AGENDA 1. To agree to purchase a printer for use by the Clerk 2. To agree costs and maintenance schedule for laurel hedge at Beck Wood 3. To agree hanging summer baskets for the Parish CLOSURE There being no further business, the Chairman declared the meeting closed at 9.30pm.
