Julian has sent email to James Balmforth but no reply and no action. SLOW and 30mph legends are missing, locations are visible through surface dressing. Work planned Sunday 4th June. 2.2 Request for explanation why an island could not be installed near Green Lane. Nick said that Chris Procter has sent this already. Information received thank you. Nick to consider whether raised road markings might prevent overtaking at this location 2.3 Half Moon Crossing. Nick confirmed a zebra crossing at Half Moon would be appropriate. Assessment has been done, site visited, plans drawn up and issued to contractor. Report signed off by Gary B. Colas will do the work August 2017. 2.4 Size of Traffic Islands. Two traffic islands can be widened to improve the safety of crossing Harewood Road. Nick to arrange this work. This work is being done at the same time as the crossing above. Highway Improvements Gateway Features, in particular Linton Road 3.1 Nick has drawn up proposals for Gateway features on the main entrances to Collingham. Parish Council has thanked Highways for these proposals and Highways have passed them to contractors. Work expected 4th June 2017. 3.2 Councillors to consider stone or timber feature appropriate for each location to follow. Part of village improvement project. Liaise with Network Management once proposals identified. 3.3 Linton Road maintenance in May 2017 will include a local narrowing not a chicane type gateway feature between the end of Beck Lane and the car park entrance. Nick to arrange drawings to be amended. Work will be delivered by Linton Bridge contractors. 3.4 Provision of Gateway Feature and footway at Kiln Hill was discussed. PC submission has suggested that this should be considered as a Section 106 or Section 278 agreement attached to the Kebbell proposals for development at The Ridge. Highway Improvements Parking/Road markings Church Lane 4.1 Nick has visited Church Lane. He is to draw up a scheme to widen the road width but leave a 2m green verge. Scheme circulated to Parish Councillors. Not yet circulated to residents. Currently no funds to deliver. Parish Council and ward Council to consider where funding might come from. CIL? Should funding be possible then consult the local community. Maintenance What is happening with Linton Road? 5.1. See 3.3 Maintenance Which other roads are scheduled for maintenance? 6.1 There are no major schemes in the plans. 6.2 Surface dressing on A58 completed summer 2016 is in poor state. Nick advised that Matt Turnbull is the contact. Julian to email Matt and chase a solution Maintenance Which Footways are scheduled for maintenance? 7.1 Currently looking at Harewood Road from Upper Langwith to Junction with A58 with a view to patching the worst Areas followed by a slurry seal treatment. Highway Planning Miller Homes Application 8.1 Section 278 agreement has not yet been signed. Traffic Management Speed Indication Device (SID) Instruction for installation has gone to contractors. Work likely last week in May. Waiting for Northern Powergrid . . Traffic Management HGV Ban The need for up-dated traffic counts was discussed. Nick would forward any counts done post winter 2014. Counts cost £350 per set of loop detectors Traffic Management 20mph zones Leeds rolling programme of 20mph zones near schools and surrounding residential areas has Collingham planned for 2018/19. 20mph zone will be on Harewood Road and certain residential roads. If the average speed on residential roads is more than 24mph then calming such as speed bumps will be provided. Parish Council have confirmed support for this scheme. Parish Council could ask this to be brought forward a year? Next meeting
