CRAG attended for part of meeting to give an update APOLOGIES FOR ABSENCE None made POLICE No report received DECLARATIONS OF INTEREST and CONSIDERATION of DISPENSATIONS Cllr Crampton and Cllr Waite declared an interest in planning application 15/00509/FU, Cllr Waite also declared an interest in TPO application. Both councillors took no part in discussions on these items. MINUTES of the last MEETING The minutes of the meeting held on 3.2.15 were accepted as a true record and signed by the Chairman. Note: Minute 6965 was not used. There had been receipts of £2.03 since the last meeting. Balance requested 3 monthly, next due April 2015. ORGANISATIONAL MATTERS a. Dates and venues of meetings for 2015 noted b. Resolved not to employ a mole catcher at this time c. Resolved to obtain quotes for April meeting for insurance d. Website – resolved not to activate Twitter account at present; will advise website designer when appropriate items occur for ‘Upcoming events’ button e. Offer of advertising in Parish Magazine via Collingham Memorial Hall- resolved to advise CMH that it will not take up the offer f. Forthcoming elections discussed – resolved to put note in Parish magazine requesting nominations LEEDS CITY COUNCIL a. Resolved to make no comment to the Neighbourhoods for Living consultation TO CONSIDER ENVIRONMENT and VILLAGE MATTERS a. 6971a Tesco- no update on meeting request, to be chased again. b. 6971c Noticeboards – resolved to purchase new boards for both Collingham and Linton. c. 6986a Flood Group – new members obtained throughout Collingham, Emergency Plan being reconsidered by a Sub-Group . d. 6986b Estate Agents boards- Resolved to write to all estate agents displaying boards not at the property for sale, and copy to LCC enforcement. RMB/JAG to send list to Clerk of boards in Collingham. Further resolved that for any future infringements the Clerk is authorised to write without needing to be instructed by PC. e. 6972a Adoption of phone box in Linton – resolved to enquire what decommissioning and other costs will be and to contact LVS to follow up the discussion about them taking n responsibility for the box. f. 6972b Plaque at Riverside Walk to be unveiled at 11am on 7.3.15 in the churchyard. g. 6972c Roof-athon – resolved to take no action over potential noise disturbance to neighbours. Resolved to donate £1000 if the roof replacement goes ahead. h. 6972e Meeting with CALSA to be arranged PLANNING a. Applications – see Annex 1 b. Decisions – see Annex 2 c. Miller Homes appeal- CRAG gave an update. They had decided not to apply to be a rule 6 party, but will attend. Resolved that the PC will send in agreed response. NEIGHBOURHOOD PLANS FOR COLLINGHAM and LINTON a. Linton - Steering group meeting on 24.2.15 approved the draft plan for submission to LCC for EU screening report. Resolved to submit final draft in accordance with reg 16 once EU screening report received from LCC. b. Collingham – Resolved to submit further grant application, and to ask Mike Dando to quote to provide support/write the plan. TO NOTE RECEIPT OF a. Flyer re brown bin emptying recommencing b. To ask Ward Cllr Robinson to update complaint from resident re grass cutting b. To consider contributing to costs of tree trimming at Linton Memorial Hall c. To receive an update on litter bin emptying following meeting with LCC d. To consider repairs needed to fence on Linton Road and who owns it e. To consider purchase of hanging baskets f. To receive an update on drains on bridge at Linton NEXT MEETING There being no further business the chairman declared the meeting closed at 10.15pm. The next meeting will be on 14.4.15 at Linton Memorial Hall at 7.30pm. There is possible overlooking of Highfield House to the east and Hard Gap Cottage to the North from the proposed new balcony. Objection- Contrary to the Village Design Statement, section 6.23 Parking should be to the side and rear of the property and front gardens retained; section 6.9 Extensions including garages should not close the space between properties. Generally the plot will be overdeveloped leaving little garden. See section 6.8- development should reflect the scale, dominant building/house type and space between buildings in the adjoining street scene.
