Resolved to elect Cllr Holmes as Chairman, and acceptance of office signed. TO ELECT A VICE-CHAIRMAN FOR 2016/17 Resolved to elect Cllr Skelton as vice-chairman. PUBLIC REPRESENTATIONS None made. APOLOGIES FOR ABSENCE None made. POLICE There had been 6 reported crimes in Collingham between 5.4-3.5.16, 2 thefts of garden pots and plants, 1 burglary other, 1 criminal damage, 1 theft form a vehicle and 1 drunk and disorderly. Speeding checks had been carried out on 3.5.16, with 7 people being spoken to about breaking the speed limits. DECLARATIONS OF INTEREST and CONSIDERATION of DISPENSATIONS None made. CO-OPTION OF ADDITIONAL COUNCILLORS 3 applications were considered for 1 vacant position for Collingham, and Sally Hodges was co-opted. Resolved to contact unsuccessful applicants about being on a waiting list. MINUTES of the last MEETING The minutes of the meeting held on 29.3.16 were accepted as a true record and signed by the Chairman. Collingham woods- further sessions to be held, a result of work already done bluebells and violets were now growing through. AB to meet Trust for Conservation Volunteers toobtain quotes for wood clearing and other work. AB met with person who wishes to donate a tree as a memorial to her father, and a place for it to be planted was agreed. The council thanked AB for her work on the wood project. b. Litter picking – Cllrs AB, JN and SH volunteered to shortlist and interview for the post. c. Risk Assessments- resolved that Chairman will meet with IR and PS to progress this. DL to forward the risk assessment prepared for use of event in the woods. d. Resolved not to put councillor’s phone numbers on the website. e. Resolved to adopt the Equal Opportunities policy with immediate effect. f. Resolved to prepare schedule of work for fence posts/seat repairs and obtain quotes g. Resolved to accept R. Ballantyne quote for repainting Playground. Resolved to hire wirepanels to screen off items, work to be completed before May half term holiday. h. Resolved to appoint G Baxter & Partners to undertake grass cutting/maintenance work LEEDS CITY COUNCIL a. Road signage during Linton bridge closure- Chair had already written to Highways. b. 30mph flashing sign on A58 not working- Chair had already written to Highways. Resolved to request a 3 monthly meeting with Highways department to discuss ongoing issues. TO CONSIDER ENVIRONMENT and VILLAGE MATTERS a. Resolved not to take a stand at the Collingham Gala b. Letter from resident re alder tree- Resolved to check if the tree was dead, and to look at scheduling any necessary work with other tree works for the autumn. PLANNING See Annex 1 for a. and b. a. Planning Enforcements 13/00563/NCP3 The Old Mill Leeds Road Collingham Wetherby LS22 5AP 06/06/2013 Enforcement Notice issued for non-compliance of conditions relating to boundary treatment and hard and soft landscaping. The compliance period ended January 2014. The landowner’s planning agent has advised that it is his client’s intention to erect the approved boundary treatment after the detached garage to side approved under application ref 14/05548/FU has been constructed. Construction of the wall has finished to be followed by soft landscaping 13/00941/NCP3 Wharfe Villa 4A Langwith Valley Road Collingham Wetherby LS22 5DH 29/08/2013 This site has planning permission for a detached house and the development has been substantially completed for over a year. The approved details require the roof to be completed with green (astro turf) and it has not been. The developer has advised that works have ceased due to financial difficulties and they have been unable to sell the property but advised that any prospective purchaser will be made aware of the requirement to complete the roof as approved. A planning contravention notice has been issued which is registered on the Local Land Charges Register so perspective purchases will be aware of the requirement.The current owners have been made aware of the requirement to complete the development as approved and have written to the authority to confirm this.
