PUBLIC REPRESENTATIONS None APOLOGIES FOR ABSENCE Apologies were received from Cllr Broadbent POLICE PCSO’s Broadwell and Tait attended. There had been no reported crime in Linton in August, and one burglary of a greenhouse in Collingham.Speed checks had been done on Harewood Road and Crabtree Green with 6 drivers warned and 4 tickets issued. DECLARATIONS of INTEREST and CONSIDERATION of DISPENSATIONS Cllr Groves declared an interest in the planning application for 3 Hollybush Green, and took no part in decision making on this item. TO CONSIDER APPROVAL of MINUTES of the MEETING HELD ON 5.8.14 Approved as a correct record and signed by the Chairman. ACTION POINTS FROM THE LAST MEETING a. 6875b criminal damage - Resident to be advised to write to Inspector Dwyer- done. Issue raised with PCSOs who attended meeting 2.9.14. Resident to be further advised to ring 101 if recurrence of incident. b. 6875c PCSO Greensmith to write to private hire company c. 6878a Police contacted, Clerk to write to complainant, DRA to contact EA re tree near beck- done d. 6878l Bishopdale Copse- Letter to Persimmon –see item 9a e. 6878r Contact Hartlaw again re letter-draft to be sent to DRA for Flood Group approval-done f. 6878t Entrance to Linton - Mr Baxter to be asked to quote -PAC, Clerk to write to Mr Gilmour- done g. 6879a Email Clifford PC Paths Partnership funding, resolved to reply and copy to Ward Councillors- done h. 6880d Invite Kebbel Homes to a public meeting re proposed development in Linton- done i. 6880e Write to occupier of 6 Bridge Paddock about footpath – see item 8d j. 6880f Miller Homes -response to EA letter, note in Parish magazine – see item 8e k. 6881a Collingham ‘beach’- contact LCC about collecting rubbish from bins – response circulated l. 6882b name the path by the river, plaque to be ordered – JW to update at meeting – see item 6896l m. 6882c speak to enforcement officer about litter outside the Post Office- LCC to visit and respond to complainant n. 6882e Estate agents boards at entrance to Linton- resolved to obtain owners details from Land Registry , and ask Strutt Parker and Carter Jonas to remove boards – done, the property is unregistered o. 6882f Linton telephone box- resolved to arrange for it to be painted paint obtained, painter to be instructed p. 6882g complaint re BT cabinet, letter to be drafted to BT/LCC, and reply sent to resident – see item 10i q. 6885b Collingham site allocations Ward Councillors to be asked for comments – done. LEEDS CITY COUNCIL Resolved not to comment on Leeds Draft Parking Public Consultation PLANNING a. Planning applications- see Annex 1. Resolved to ask for meeting with Tree Preservation Officer re Northgate Lane/Goss Woods b. Decisions and enforcement – see Annex 2. c. Advertising boards on private property- resolved to write to Beadnell and Copley and refer to LCC for enforcement d. Bridge Paddock- resolved to price hard surfacing for footpath e. Miller Homes- no response from EA. Resolved Cllr Holmes to attend the Plans Panel meeting and present CLPC objection on grounds that development in flood plain has not been adequately addressed and will endanger other areas of the village. f. The Ridge- resolved to ask Cllr Rachel Procter to ensure this goes to the Plans Panel for determination. Note to be put on LCC website. ORGANISATIONAL MATTERS a. Bishopdale Copse –Persimmon have advised that there is a legal agreement that LCC took over ownership. DRA will update when further information received. b. CALSA gate- Alternative access to be checked, and consideration given to removing the gate and putting in posts. Clerk to reply to CALSA. c. Homepage for website and content –agreed, Cllr Groves to finalise. d. Content for website – Cllr Groves to agree with Philip Skelton e. Resolved to pay for CILCA training for the Clerk. f. Magazine distribution- resolved to continue subscription for Linton and hold meeting with Parochial Church Council in October TO CONSIDER ENVIRONMENT and VILLAGE MATTERS a. Resolved to pay for wreath for Linton Memorial Hall. b. Resolved to pay for weed killing and reseeding of area around entrance to LInton from Collingham and put explanatory note in Parish Magazine. c. Fencing Linton road- contact LCC to establish who is responsible for this. d. Tesco- meeting held August, no response as yet to any of the points raised. e. No response from Ward Cllr Robinson to action points he took from the meeting on 1.7.14. Resolved to invite him to next meeting. f. Orchard Gardens – no action. g. Riverside land/car park- LCC should collect litter Wednesday PM. h. Bin emptying in Collingham- normal collection day is Sunday. i. Beck side bridge – arrangements made to paint this. j. BT cabinets- response sent to complainant. No further action. k. Maintenance of PROW- LCC have agreed to cut ones in CLPC. This issue will also be discussed at the Town and Parish Council Forum on 16.10.14 l. Resolved to erect a plaque to Jennifer Townsend, quotes to be obtained and Church to be contacted about positioning. Resolved to make payments as listed in accordance with the budget. b. There had been no receipts since the last meeting. c. Balance presented, resolved to accept the new format. NEIGHBOURHOOD PLANS FOR COLLINGHAM and LINTON a. Linton- consultation period ended, data to be analysed. Core strategy expected end 2014. LCC have suggested to wait for site allocations before submitting plan. Expected to complete work early 2015, grant has to be used by end 2014. b. Collingham – housing needs report prepared. Plan will not be completed in this calendar year, so some of grant will have to be repaid and will have to reapply next year. TO NOTE RECEIPT OF a. Letter from resident asking for a tree to be cut back received too late to be considered, so put on agenda for October.
